This passage is not Rudolf Steiner — the editor. This passage is an editor's footnote or endnote ([^n]: marker), NOT lecture text. Any Steiner words inside it are the editor's report of a variant or shorthand and must not be quoted as the lecture.
Record: unknown. How this text was taken down (shorthand transcript, listeners' notes or manuscript) is not on record here. Unknown is not an assurance of a stenogram: check the edition's own notes before resting an argument on one word.

[^3]: Rudolf Kjellen (1864–1922), Swedish political scientist who first conceived the idea of geopolitics, which was later taken up by Haiford Mackinder in England and Karl Haushofer in Germany (who coined the term Lebensraum) and finally by the Nazis. The German title of Kjellen's book was Der Staat als Lebensform, Leipzig 1916.
