This is the reason why one cannot contravene them, for they no doubt contain much that is correct. But to cope with the practical needs of an existing school is something very different from making demands that, ideally speaking, are justified. Here one does not have to deal with how things ought to be, but with a number of actual pupils. Here one has to deal—allow me to mention it, for it is all part of school life—with a definite number of teachers of varying gifts and abilities. All this has to be reckoned with. There is no problem in planning a program for school reform in the abstract.
