Brother of the third Marquess of Salisbury (Prime Minister); Conservative MP; British Minister of Blockade 1916-1918; signed (with Milner) the Allied secret partition memo of 23 December 1917 (the Russian-periphery partition plan covered in Essay 3). Post-WWI architect of the League of Nations from the British side; 1937 Nobel Peace Prize. The Round Table's principal inter-war figure in the League of Nations system. Died November 24, 1958.
