Milner served as British High Commissioner for Southern Africa 1897-1905 (architect of the Boer War and of the post-war reconstruction); Secretary of State for War 1916-1918; Colonial Secretary 1918-1921. His Petrograd mission of January 1917 — head of British military delegation officially to negotiate munitions deliveries — is the proximate trigger of the February Revolution per General Maurice Janin's diary 1917-04-20 ("the Revolution is the work of the English... Sir George Buchanan had organized and provoked it, and Lord Milner had also been involved"). Per the Tsarist officer Gulevič: Milner spent over 21 million rubles on the operation; per Janin: 25-rouble notes were distributed to soldiers of the Pavlovsky Regiment hours before they began to riot.
